For me Disable Secure Boot and SGX also worked and was able to install it on my
nuc pc.
I switched back to fedora 36 as there is no need to disable the Disable Secure

I need to kill pulseaudio as I'm using Jackd instead. I don't want to
delete it as I may need it back again.
So far the only workaround I found was to delete /usr/bin/pulseaudio (or
move it out of the way).

You can use dpkg --remove. It'll complain that you can't uninstall
package $X because $Y depends on it; when that happens, try dpkg
--remove $Y (and so on, until it doesn't complain anymore).
You won't be able to install the package you needed but at least apt-get
should be usable again.

I can confirm that this bug does not occur when you disable dnsmasq for
NetworkManager.
However, I wanted to add how you can do so:
Open /etc/NetworkManager/NetworkManager.conf in an editor and change
dns=dnsmasq
to this:
#dns=dnsmasq
Then, restart NetworkManager:
sudo service network-manager res
