Ubuntu 23.10 includes cairo 1.17.8, the final pre-release snapshot of what
eventually became the stable 1.18.0. It would be nicer to include the stable
release than a beta release.

I too got affected by this regression.
On servers with network-manager, without netplan (01-network-manager-all.yaml),
systemd-networkd-wait-online.service started failing after the latest updates
and leaves systemd in a degraded state.

The dependency should be on ubuntu-minimal, not initramfs-tools, just as
with isc-dhcp-client

I just upgraded my system from Lunar to Mantic. initramfs is
systematically producing messages such as:
E: /usr/share/initramfs-tools/hooks/dhcpcd failed with return 1.
Looking into the corresponding bash script shows that the penultimate
line produces an incorrect result:
