It just happens to affect 22.04.1.
I can confirm that removing the `interface-mtu ` option from my dhcp
server cures the issue.

The systemd-binfmt.service requires read-write access to
/proc/sys/fs/binfmt_misc, but this is not possible in unprivileged LXD
containers without binfmt_misc namespace support in the kernel [1]. When
this service is triggered, we get the following failure from

resolves this issue on 20. It includes a change to not use --enable-cxx-
exceptions when building libunwind, and that is the key here. Even on
Ubuntu 22, with its much newer upstream version of libunwind, adding

Verified Oracle image build by building Jammy image using livecd-rootfs
from source (https://launchpad.net/ubuntu/+source/livecd-
rootfs/2.765.13). I checked that fwupd was still installed (required for
Oracle bare-metal), and the modemmanager and udisk2 are not installed.

proposed pocket. I checked the package manifest of the build and can
confirm that fwupd, modemmanager, and udisks2 are not installed.
