Same surprise here, after adding a custom
'/etc/sysctl.d/60-core_pattern.conf' to set it to my desired value, I
could not understand why it seemed not applied after a reboot. Finally
discovered the echoing inside '/etc/init/apport.conf' and died a little
internally.

xserver-xorg-video-intel is for Ubuntu 18.04 running Xorg 1.19.6. You
need xserver-xorg-video-intel-hwe-18.04 to match your Ubuntu 18.04.2

Talking with mvo (snap team) on the subject trying to eliminate some

If I modified "snapd.service" to prevent snapd to run and reboot. I

I'm still happy with the test case. It shows that the debconf socket is
independent of whatever frontend is running, and hence closing the
frontend can't close the debconf socket. Which means you can just use
pkcon / aptdcon to test that bit.
