For what it's worth, I'm still seeing set-name having no affect on a
server's only interface.
Server is using Ubuntu 19.04, with netplan.io-0.96-0ubuntu4.1, AMD64
arch. It's a bare-metal server with a single "e1000e" ethernet device.
No cloud-init installed.

I see that the kbd changes didn't really get reviewed upstream yet,
right? Anyway, the change is a bit intrusive, but it does make sense
(especially with the additional patch of not erroring out), so I will
accept it for now at least into -proposed.

Some of the cups SRUs have some ADT failures reported for them, but from
what I see most are just testbed/infrastructure issues. I have re-ran
