Sorry, but this looks to me like a broken (or just poorly connected) LCD
panel in the laptop. Not a software problem.
I've had similar problems myself before, and the fix each time was to
either replace the LCD panel, or to just reconnect its wires (sometimes
the problem is just a bad connection).

An additional data point for reference .. did a netboot install of
xubuntu using "daily" amd64 netboot mini.iso .. base install followed
by taskselect install of xubuntu ..
boots normally plymouth and lightdm screens appear as expected .. also
switching to foreign grub .. it still boots normall
Your workaround worked for me too. I'm running Xubuntu 18.04. Now I can
suspend the machine.

This worked for me in quite a few upgrades. Before starting the upgrade
to 18.04, still on 16.04:
mv /usr/share/dbus-1/system-services/org.freedesktop.systemd1.service{,.bak}
apt purge systemd-shim
It does not work in the opposite order! If you try that way, apt purge
will complain about the serv

Confirmed the same problem, ubuntu 18.04.2 LTS AMD64, when trying to
connect to "eduroam" in several sites in several countries.
