I'm having this issue on my Dell Latitude E6410 on which Ubuntu 14.04
was working fine until I upgraded to 18.04.
$ cat /proc/asound/cards

Finaly I was able to get rid of the 30s delay.
TL;DR
1. Changed RESUME=UUID=... to RESUME=none in /etc/initramfs-tools/conf.d/resume
(removing the file didn't help)
