Indeed, i found the problem with a self-compiled package, which made a file in
/usr/lib/tmpfiles.d and ran the command "chown nrpe.nrpe /var".
After deleting the affected file out of /usr/lib/tmpfiles.d and made a manual
"chown root.root /var" everything w

I can confirm that this bug is solved in Ubuntu Cosmic (18.10) with
Docker 18.06.1 and libseccomp 2.3.3.

The issue is that if `get_python_lib()` is called with `prefix='/usr/local'`
argument then Ubuntu version returns:
``` sh
$ /usr/bin/python3 -c "from distutils.sysconfig import
*;print(get_python_lib(prefix='/usr/local'))"
/usr/local/lib/python3/dist-packages
```
while mainstream Python returns
Status changed to 'Confirmed' because the bug affects multiple users.
