If https://wiki.debian.org/UsrMerge is what we follow here then the libvirt
rules for:
/sbin/* PUx and /bin/* PUx are ok, they already have /usr/bin/* and
/usr/sbin/* present.
(part of a very lenient profile I know)
They are also not part of the Ubuntu Delta, so we can leave those rules as-is.
I just encounter the same issue, in my case, i run the following
commands to solve it temporarily:
$ uname -a
Linux ckh-desktop 4.15.0-29-generic #31-Ubuntu SMP Tue Jul 17 15:39:52 UTC 2018

Fine, thanks for that.
As I use Neo 2 exclusively – no other keyboard layouts – there should be
no further problems once the choice has been made.

Great insight there about RLIMIT_RTTIME.
It appears that yes indeed pulseaudio is unique in that it has a self-
imposed RLIMIT_RTTIME of 20 microseconds. That is also configured in
/etc/pulse/daemon.conf:
; rlimit-rttime = 20
Normal processes have no such limit.

Can you please make sure that NumLock is turned off when switching to Neo 2 and
let us know if that helps.

I tried that, and as you predicted, with NumLock turned off, the Neo 2
keyboard behaves normally.
Does that mean I can go ahead and install 18.04, and everything will be
fine?
v4.15 kernel works for me, as proposed.
Would a similar thing be needed in the v4.17 kernel that is in cosmic-
