Now this is strange. I used Settings->Dock to fiddle with the doc,
changing it's size and moving it to the bottom and back to the left side
(no net change). Lo and behold, miving the icons now works!
So maybe this is a one-time glitch. I upgraded, so there is Unity cruft
in my environment.

My issues began shortly after upgrading from 16.10 -> 17.10. Most of my
issues related to graphical components so perhaps it was related to the
switch to Wayland?
...as for a fix - I ended up reformatting my machine with a fresh 17.10.
Haven't seen any of the issues since.
