14.04.2 Classic. The only problem is tat every time I add a keyboard
shortcut I have to logout and login to get it working. Is there an
application that could do the same thing as logout-login?

/var/log/bootchart does exist + is empty after boot.

This does appear to relate to initial installs + some type of ordering
change, of how services start.
All other machines I manage had updates, rather than fresh installs +
all the updated machines work.

The problem just happened again. I am enclosing below information

I just go this for the fourth time in two years and finally decided to
