[Torios] JWM Settings manager update

I just released an alpha, but it is not ready for user testing. The reason I released it as Alpha, is that most things work, and there are no crashes, and quite a bit or error checking (though not enough yet). I registered this project with Launchpad a while ago: https://launchpad.net/jwm-settings
