localhost is your own computer, and you can't open a connection
to your own machine using a Tor client.

This is blocked due to fingerprinting risks. See:
https://bugs.torproject.org/10419. This will stay in place at least
until Mozilla fixes https://bugzilla.mozilla.org/show_bug.cgi?id=354493.
