Anyway.. Are you sure that it isn't a clock syncronization related problem?
If it is not you can try using a bridge: https://bridges.torproject.org/
If your ISP blacklisted it too, you can rent a vps for 17 cent / day and
build a bridge on it.
My ISP slows handshaking (circuit initialization) severely. Are there Torrc
settings or changes to Orbot (Android) that I could use?
