Yes, just create a new account, they don't check any data, you just need a new
(free) e-mail and enter the promo code at signup. Worked great here and we now
have a new India droplet :)
Btw, asian country relays worked out bad with tor. Around 1-2 Mbyte traffic :(
no clue why.
