[tor-relays] Tor 0.4.7.7 Segmentation fault on Ubuntu 22.04 caused by "rseq"

Dear relay operators, I recently upgraded one of my relays to Ubuntu 22.04 and now tor keeps crashing. I debugged a little bit and saw the following error in the log. It appears that it's due to seccomp not allowing "rseq" syscall, and possibly related to the latest version of Glibc. I temporaril
