thanks @Torix for the IPv6 suggestion, all auth were reachable via v6, but for
testing I turned of IPv6 in the tor config - no change.
So today I found some time for a deeper investigation.

I had to reset tor service which led to AccountingMax counter reset. I'm
already out of traffic limit so can I somehow recover this counter or should I
wait until limit reset from my provider and then start tor service again?

Given you're Fast and Stable, and have a good advertised bandwidth and
weight, then I suspect you simply no longer have a Weighted Fractional
Uptime that is at least the median for "familiar" relays.
