Hi,
Can someone point me to an overview of the different legal situations
for running tor relays in European countries? I'm especially interested
how the situation differs per country.

I haven't, is there a way for me to check to see if they're throttling me?
I suspect "are you throttling my tor relay" may fall on deaf ears of their
support.
This happened very soon after the upgrade to 0.2.6.3 which makes me
suspect that but that could be a coincidence.
