yes.. read the license... you can get it and do pretty much anything
you want with it, the main concerns of the license are only apply
if you plan to re-distribute it.
Of course I'm not giving you legal advice.. but that is the
interpretation

Tomcat is released under the Apache Software License
(http://www.apache.org/LICENSE-1.1.txt) I believe. This license (among other
stuff) grants you free-of-charge download and use.
