My personal feeling about this as a Jakarta (but not Tomcat) Committer
is that the requirement for three binding (+1) votes before a public
release is there to address the support issues. A (+1) vote on a public
release should mean that you are signing-on for future development and
support. In thi
meritocracy, and
nothing can be binding until we have the actual code in front of us.
Another nit is that the all-important public release is not listed as
an Action Item, although it is implied by the description of Release
Plan and Showstoppers.

Why not? It seems like a good answer, and saves someone else the
trouble of offering the same advice.
