Well, there's preliminary support for this in Git, but I've not heard
of any problems for a while.

Here are the instructions for compiling tmux in cygwin:
*libevent*
$ cd libevent-2.0.21-stable
$ make clean
$ ./configure --prefix=/usr
$ make && make install
*tmux*
$ cd tmux-tmux-code
$ make clean
$ CFLAGS="-I/usr/include/ncurses" ./configure --prefix=/usr
