After talking to someone on IRC this bug is because LC_ALL and/or
LC_CTYPE are set to empty (''). They need to be either set to a UTF-8
locale or unset completely.

Did he start tmux from a terminal without UTF-8 locale configured so it
didn't detect UTF-8? Check UTF-8 is turned on properly in tmux:
$ tmux lsc
/dev/ttyp0: 0 [127x37 xterm] (utf8)
$ tmux showw -g|grep utf8
utf8 on
If it is, check if it happens in uxterm.
