I've done a re-organization of the Contest Country Files web site:

I just made two other changes to the country files site that should be
helpful:
1. If you use Internet Explorer, clicking on a link to download a
country file should now prompt you to save it, rather than
displaying it in the web browser. This has worked with Firefox
for some time, b
