Cabrillo format doesn't support literals, only predefined symbolic tags.
The offending entry is "EN62,4".
For a solution check for example rules/cqww160/cqww160
The main configs in your case would be
CABRILLO=UNIVERSAL
CABRILLO-EXCHANGE=EN62
but other CABRILLO-* fields can be also set as require

My next question is producing the cabrillo file for this contest. In my

Which contains

This yields an error at startup of
