When I use grub2-mkconfig to create a new grub.cfg, the problem is
resolved. So this appears to be a grubby bug, which is the only thing
modifying either grub.cfg or grubenv after anaconda runs
grub2-mkconfig and grub2--set-default.

I don't know why this is happening again but it happened in either the
F21 or F22 time frame. I've installed
Fedora-Live-Workstation-x86_64-23_Beta-TC4.iso and then dnf upgraded
it which includes a new kernel. Yet the old kernel is being used by
default.

I'm experiencing the same problem with netinst, whereas live works OK.
I can't tell from any of the logs what the source of the problem is,
the screen just goes black shortly after choosing a partition scheme
in Manual Partitioning.
