I do agree orientation changes are pretty erratic, at least for me at the
moment. However, you can disable orientation changes by locking the screen
on the desired position.

Thanks a lot for feedback Kamil. The bug description is very close to my
situation but I run newer kernel already (4.8.10-300.fc25.x86_64) and I
upgraded my system from F24 (so not a clean installation). Laptop has HDMI and
mini-DP ports. That DP works flawlessly, only HDMI is "stuck" each time.
