Every time I get a new grub2 update, it resets the
/etc/default/grub file, wiping out all my customizations,
and apparently the customizations that Anaconda made
in order to generate the grub.cfg file that says
"Fedora" instead of "Linux" in the menu, etc.

Yes, it should. grub-efi does not require grub; all the EFI bits are in
