This is not really an elegant solution but why don't you take a backup of
your XF86Config file and then run sax to configure your mouse. It will
create a new config file and you can compare the settings it uses with
your old config file.

If it is, check out if ./configure has a --with-tcl-lib option (or
something similar).. "./configure --help" will show you..
it it exists try :
./configure --with-tcl-lib=/usr/lib/tcl8.3
Maybe xcdroast will accept the newer version..

When you ping those "slow" sites, do you get a reply?
(at a console you type "ping www.google.com")
I think that the 2bytes/sec rate just means that the connection is
lost.
