xf86setup is the program that comes with XFree86.
XConfigurator comes with Redhat.
Have you tried changing your vertical and horizontal sync rates?
Look at Toshiba's website for the specs on this though or else
you may damage your screen.
Another thing you might want to try is looking for other

It is probably the video card/chip you selected in X. The information on
the Toshiba web page for my Portégé 610CT listed the wrong Chips &
Technology chipset. I checked the Toshiba Europe Service Centre page on
Linux, got the right info, reconfigured X, and got my problems solved. I
