I do not have a high-latency connection, though my cell phone seems it at
times, hoever have you considered simulating latency at the firewall or end
device? Not sure if that would work in your particular scenario, but wanted
to be sure you had considered it.

the cerowrt project is looking to find someone on a high latency Internet
connection (satellite or similar) because we realized that we don't have any
feedback on how the bufferbloat fixes that have been written work under such
extreme conditions.
