[Tagging] Club key page changes

I noticed that the original proposal for the key "Club" had 13 votes in favor and 5 votes against, therefore it should have been considered "rejected" rather than "approved." I've made a note of this in the proposal page and changed the status for the wiki page to "in use" instead of "approved". -
