which we would like tagging@openstreetmap.org's opinion before we settle
it for good.
For residential streets, we have a well-known and documented naming
scheme as follows:
- name=* bears the official name
- loc_name=* bears

I think ref should be a number or systematic scheme, names should go into name
tags (and variations). If there isn't a name officially you could still add a
loc_
