[Tagging] Footway as painted lane in highway

Hi I have a country lane where on one side has a dashed white line about 1.5m from the road edge & a walking person symbol painted on the surface. It has no adjacent raised kerb footpath. What would be the best way to tag this? I'm thinking using footway=lane as a sub tag of 'highway=' in sim
