I sent the e-mail and realized ten minutes later that it might be
misunderstood. What I'm interested in is some way to get around the
ToUpper problem with Thai (capitalizing of Thai characters). You talked
about this in a much earlier e-mail which is copied below.

Sounds like it would be pretty easy to convert it to Thai then :)
Well, except for the translation. At least in my case. But it sounds

Technically, the .conf file needs to be UTF-8 encoded.
Practically, this is probably most easily accomplished using any text
editor on your platform that saves in UTF-8.
