The issue is that the contents of every conf file for module updates & new
modules are now generated to a large extent by a script that Dom maintains,
because it makes these tasks simpler and [for most of the time at least] less
error prone.

The footnote is misleading.
The GlobalOptionFilters are applied in the order that they occur. If Strong’s
Numbers are present in an OSIS module then OSISStrongs needs to be alter
OSISLemma. And OSIS Lemmas only apply if the module has them.
