If you are using the released source then you have all you need. Just
run ./configure or ./usrinst.sh as for any other version of gcc.
If you aren't using it already you should get msys to go with mingw
(available from www.mingw.org)
If you are using cvs then you want to get the MSYS Developer To

Hmm. That is an issue, since we moved to autoconf/automake.
I would recommend getting cygwin. You can find instructions for setting
it up to use MinGW instead of the normal cygwin toolchain, but cygwin
will provide you with a full development environment that is capable of
running autoconf/au
