No, xml2gbs is for creating GenBook modules from either ThML or OSIS
source files. It is not replaced or deprecated.
osis2mod is for creating Bible modules from OSIS source files.
But in this case, xml2gbs is simply the wrong tool for the stated objective.

packaged it and gave it to him because he wasn't sure if he could
manage to compile himself.
It is a standard version that is available for download (two weeks
old), no SVN version.
