must have contained one I had not installed. Suddenly things moved.

I am not sure it is related, but last time i compiled sword on debian,
I had to do some manual copy of clucene header file for them to be
found:

I have no idea about the automake issues.
You could alternatively try with CMake.
Install cmake (apt install cmake), and then:
mkdir build
cd build
cmake
make
make install
