I think so, but others will have to tell. If the release is made from Sword
1.5.8, then the locale file will not be included.
It would be interesting to find out about the state of the release? What
remains to be done? Can volunteers help?

I tested your files on Windows XP and here's what I got:
Sword.exe v1.5.6.0
cp1256 working perfectly (y)
utf8 not supported (causes problems when just copied in locale.d folder)
Sword.exe 1.5.8RC=1.5.7.114
cp1256 not displayed in languages combo
