don’t want to reboot the server to find out.

This is a hunch, but I'm thinking that it's very likely that three more Greek
combining characters near to that may also fail to be removed by the
UTF8GreekAccents filter.
The overlooked set would then be:

Just to advise that I am continuing to work with Matěj towards fully
implementing the correction of quotation marks to standard Czech
orthography, so there will eventually be a further update to the CzeCEP
module.
Much progress already made.
