The order of attributes within any XML element is immaterial as far as how
XML is used by computers.

PocketSword deals quite nicely with cross-references that are for just a few
verses.
It displays the linked verse[s] with their text in the note pane that
appears at the foot of the screen.
It copes with multiple references to different passages too.
