I just logged into database as user and checked *icscf* database.
I see only 3 tables are there in iscscf database having below contents.

usually, the "483 Too many hops" is a result of DNS- or other misconfiguration.
You should check your DNS settings and/or your I-CSCF database.

they are the same as for sip traffic (see listen global parameter in
core cookbook).

You just need to load it in kamailio.cfg and the configure the routing
logic to store when user is offline and send from db when the user
becomes online -- there should be many snippets of config with msilo on
the web that can help figuring out what

After some testing it appears that kamailio can do maximum 12 serial forks
using transaction manager (tm module). Is it possible to make it
configurable in kamailio.cfg or at least increase it with static higher
value (e.g. 15)?
