I’m currently running Kamailio 4.0.3 in production and think I’m hitting bugs
that looks like they are fixed in 4.0.4 but deb.kamailio.org does not have
4.0.4 yet? Any timeline when this will get released?

Kamailio supports any SIP request at all; you just need to implement
the desired handling for that type of request.
