means that NOTIFYs are never sent immediately in DB only mode, but may be
in non DB only mode. The use of separate notifier processes fixes a

The temporary dialogs are in the pua table, not the rls tables. The rls
db_mode parameter has no direct affect on the pua module.
However, this kind of issue is timing related. So by changing the rls

I started using testing the event_route[dialog:failed].
On my scenario, I receive an INVITE, use t_newtran(), check some stuff and
send a failure reply like 3XX or 4XX.
I use send_reply() and can see that the TM sends the reply.
