if you want to account non-2xx transaction, then set the flag for it:

So for BYEs, you should set both flags, for accounting 2xx and non-2xx
cases.

Check your config and verify where 403 is sent. You have something like
sl_send_reply("403","Proxy forbidden") in your config.
