Openser does not implicitly check an option-tag.
If you need such a check, you have to do it manually, reading the
Require: header and check it against a local list of supported options.

Hello,
I have two issues related to dialog module state keeping/logging that
caught my attention today:
1.) The module considers requests routed in early (but not yet
confirmed) dialogs to be bogus, as can be seen from a few lines of state
machine code in dlg_hash.c:

That's true.
Openser/Kamailio does not decode URI automatically - it has to be done
manually in script.
In your case you need to replace check_from and check_to with manual
checks, which compare unescaped To/From URIs with unescaepd
authentication user, see:

I've inspected your pcap file. There is nothing wrong there. It could
occur that the credentials are wrong, just it.
The function "www_authenticate()" returns a different negative integer

This is a known bug. You are using "check_to" function which compares
the To username "U%4111" with the credentials username "UA4111". They
are the same according to SIP escaping rules, but the function
"check_to" doesn't unescape the username so it re

The REGISTER has, *indeed*, an invalid URI:
From: UA11 ;tag=11172
"u...@biloxi.example.com" is not a valid URI (no schema) so the server
