I misread the FAQ - by configuring the server it actually meant
configuring the client to access the server using the file
~/.subversion/servers
For example,
[global]
# http-proxy-exceptions = *.exception.com, www.internal-site.org
http-proxy-host = address
http-pro

I found this in the SVN FAQ
extension methods REPORT MERGE MKACTIVITY CHECKOUT
and placed it near the top of squid.conf but it didn't work - squid
didn't like it.
I couldn't find any information in the squid wiki.
