This commit generates a .spec file with the right version number
when configure is run.

Hey,
Here are 2 patches polishing the build when using the mingw-spice-vdagent
spec file. Once these are in, I'm planning to tag git as 0.7.0 and upload
a source tarball and 32/64 bit binaries to spice-space.org. If someone thinks
this release should wait a bit more, just let me know!
