Yes, I've found and tried ovirt. Ovirt does not yet support Spice, and it does
not have a Broker
function. (that I've found. :)

Now, I have a python server to control the VM's and a PyGtk client to
access the VMs using SPICE. The server capabilities are limited for

using libvirt for vm configuration. So maybe there might be also support for
spice in the future.
I haven't heard about anything "free" more promising than this.
