[SAtalk] user_prefs or SQL prefs under Win32 SpamAssassin?

I read the howto on setting up Spam Assassin on Win32.   I have Spam Assassin up and running as well as integrated into my mail server under Windows. It works great!   I am searching for a way to set preferences on a user by user basis under Windows. Could not find anything anywhere on

[SAtalk] RBL, any need for them to be REAL TIME?

I was thinking of all the traffic and many problems with the whole RBL thing..   Why not just maintain the databases in real time as they are now but.. Instead of everyone querying them in real time why not do a wget or something once every 24 hours to pull the DB down to your own server.
